11 Core Points
  • Constituency & MLA (विधायक): Every state in India is demarcated into specific territorial areas called CONSTITUENCIES (निर्वाचन क्षेत्र). From each constituency, the adult electorate elects one representative: MLA (Member of Legislative Assembly). MLAs belong to different political parties.
  • Majority & Government Formation:
  • - Majority Party (बहुमत दल): A political party whose elected MLAs win MORE THAN HALF the total number of constituencies in a state.
  • - Ruling Party (सत्तारूढ़ दल): The majority party forms the government.
  • - Opposition (विपक्ष): All other elected MLAs who do not belong to the ruling coalition form the opposition, scrutinizing government policy.
  • - Coalition Government (गठबंधन सरकार): Formed when no single party secures a clear majority, and multiple parties come together to form the ministry.
  • Executive Hierarchy:
  • - Governor (राज्यपाल): The constitutional Head of the State, appointed by the Central Government to ensure state governance aligns with the Constitution.
  • - Chief Minister (मुख्यमंत्री): The leader elected by MLAs of the majority party, officially appointed by the Governor.
  • - Council of Ministers: Selected by the Chief Minister and appointed by the Governor; in charge of portfolios (Health, Education, Agriculture).
  • Accountability in Democracy: Legislative Assembly debates where MLAs question ministers; Press Conferences where journalists question government decisions; Departmental inquiries and executive implementation.
